USU's Planning and Budget Management
USU as PTN-BH has autonomy in managing its budget to carry out its role of contributing to all fields of development through achieving USU's 2039 vision based on the pillars of higher education tridharma. The development of the scope of higher education management which is increasingly dynamic and complex causes the operational of the tridharma of higher education to be able to adapt to the needs of the community. In its implementation in accordance with Article 63 of Law no. 12 of 2012 concerning the autonomy of higher education management, and the USU Statute, the Chancellor of the University of North Sumatra prepares RKA based on performance-based academic and non-academic planning and uses integrated budgeting based on the principles of accountability, transparency, non-profit, quality assurance, and effectiveness and efficiency .

Description of PTN-BH Condition
As USU's ranking increases in the ranking of non-Polytechnic Universities issued by the Ministry of Research, Technology and Higher Education (38 in 2015, 29 in 2016, 19 in 2017 and 15 in 2018), USU continues to strive to improve and improve the quality of management of its higher education. USU has conducted a situation analysis in carrying out the policies set by the Board of Trustees as mandated in USU's MWA Regulation Number 17 of 2016 concerning General Policies for the 2016-2021 Period. Work programs and policies to see the factors that affect the realization of the Work Plan and Budget FY 2019.

Internal Conditions
USU's efforts to carry out good university governance are carried out by building a commitment from the leadership, academicians, and educational staff within the university to consistently carry out related regulations and decisions. Continuous improvement of the civil service system is pursued by issuing various regulations and decisions of the chancellor that are needed in accordance with the demands set out in the USU Statute. Currently USU manages 154 study programs located in 15 (fifteen) Faculties and 1 (one) Postgraduate School. Until now, the number of Study Programs that achieved accreditation A has increased to 63 Study Programs. Thus the number of Study Programs achieving A and B accreditation reaches 96% (148 out of 156 Study Programs).

The number of prospective students who are interested in continuing their education at USU for various study programs and levels of education at USU tends to increase every year. USU is the most popular university nationally. This condition is in accordance with USU's national target to participate in the intellectual life of the nation in accordance with the mandate of the 1945 Constitution by increasing the Gross Participation Rate (APK) per year. However, given the limited number of lecturers and educational staff, as well as facilities and infrastructure, USU will experience challenges in increasing the capacity of new students every year. Based on the regulations stipulated by the Ministry of Research, Technology and Higher Education, it is stated that the ideal ratio of the number of students and permanent lecturers for exact faculties (undergraduate programs) is 20 to 1.For non-exact faculties (undergraduate programs) it is 25 to 1. To overcome the mismatch of the ratio of the number of lecturers compared the number of USU students and to increase the qualifications of USU Lecturers to meet the ideal requirements, it is necessary to gradually appoint Non-PNS Permanent Lecturers in 2019.

In an effort to improve the quality of human resources, the University of North Sumatra needs to provide study assistance for lecturers who will improve their education (Doctoral / S3 / Sp-2 and Masters / S2 / Sp-1 Programs). In accordance with the Chancellor's Performance Contract to the Menristekdikti, which aims to increase the relevance, quality and quantity of resources with an indicator of increasing the number of lecturers with Doctoral (S3) and Sp-2 qualifications, currently the number has reached 587 people (36%). However, the ideal number of lecturers with S3 / Sp-2 qualification is 50% of the total number of lecturers. So, USU still needs to increase the number of lecturers with S3 / Sp-2 qualification to reach at least 810 people. The University of North Sumatra has educational staff with the status of PNS (permanent) and non PNS (non-permanent). In an effort to improve the qualifications and competence of educational personnel, USU provides learning / training opportunities for teaching staff.

To anticipate an increase in the number of students in accordance with the trend of increasing interest in USU every year and for the development of study and scientific programs, USU has made efforts to develop a campus on land owned by USU. USU currently owns land for the development of Campus II covering an area of ​​300 hectares in Kwala Bekala, Deli Serdang Regency. Further development will be carried out at the Kwala Bekala Campus to strengthen USU's Tridharma function in North Sumatra and nationally. USU also has a Tambunan A garden field laboratory in Langkat Regency, covering an area of ​​+ 550 hectares for an experimental garden for USU students in related fields.
